I think that in some way everyone can perceive beauty. It just depends on what kind of person you are,as it si commonly said beauty is in the eye of the beholder. This meaning my beautiful will be different from yours. Anyone can notice beauty, but might not recognize it in a hectic environment.   No most people do not stop to appreciate people who stand on the streets and show their talents.
